Value Engineering: What It Is and What It Isn’t
When people hear the term Value Engineering, they often assume it simply means cutting costs. In reality, that's one of the biggest misconceptions about the process.
At Brindley Construction, we believe every project should deliver the greatest possible value to our clients, not just the lowest price. Value Engineering is a strategic, collaborative process that helps achieve that goal by balancing cost, quality, performance, and long-term functionality.
What is Value Engineering?
The Society of American Value Engineers (SAVE International) defines Value Engineering as:
"A systematic, organized approach to providing the necessary functions in a project at the lowest life-cycle cost while maintaining the required quality, reliability, performance, and safety."
Simply put, Value Engineering is the process of maximizing a project's value by analyzing every component to ensure it performs its intended function in the most efficient and effective way possible.
A common way to express this concept is through the Value Engineering ratio:
Value = Function ÷ Cost
This equation doesn't suggest that lower cost automatically creates greater value. Instead, it demonstrates that value can be improved by:
Increasing a project's function while maintaining cost.
Reducing unnecessary costs without sacrificing function.
Achieving the ideal balance between performance and investment.
The ultimate objective is to deliver the best possible outcome, not simply the least expensive one.
What is the Purpose of Value Engineering?
Value Engineering is intended to improve a project's overall success by identifying opportunities to eliminate unnecessary costs while preserving, or even enhancing, the project's intended purpose.
Its goals include:
Improving functionality
Enhancing quality and performance
Reducing life-cycle costs
Increasing constructability
Simplifying maintenance
Supporting project schedules
Delivering greater long-term value to owners
When performed early in the design process, Value Engineering allows project teams to make informed decisions before construction begins, minimizing costly redesigns and change orders later.
The Six Steps of the Value Engineering Process
Value Engineering follows a structured methodology that encourages collaboration among owners, architects, engineers, and construction professionals.
1. Information Gathering
The team first develops a complete understanding of the project by reviewing goals, budgets, schedules, design documents, owner priorities, and performance requirements. Before recommending any changes, it's essential to understand exactly what the project needs to accomplish.
2. Idea Generation
Next comes a collaborative brainstorming phase where the team explores alternative materials, systems, construction methods, and design solutions. During this stage, all ideas are considered without immediate judgment to encourage creativity and innovation.
3. Evaluation
The proposed ideas are then analyzed based on their impact on:
Cost
Performance
Quality
Safety
Schedule
Long-term maintenance
The objective is to identify options that provide measurable improvements while continuing to meet the project's goals.
4. Plan Development
The strongest ideas are developed into practical recommendations. This includes preparing cost comparisons, evaluating potential savings, outlining implementation strategies, and documenting how each recommendation supports the project's overall objectives.
5. Presentation
The recommendations are presented to the project owner and design team with clear explanations of the expected benefits, potential trade-offs, and overall impact. Value Engineering is a collaborative process, allowing stakeholders to make informed decisions based on accurate information.
6. Implementation
Once approved, the selected recommendations are incorporated into the project. Throughout construction, the team monitors implementation to ensure the intended value is successfully achieved.
The Four Types of Value
Value Engineering evaluates more than just dollars and cents. Four different types of value are considered throughout the process. Use Value refers to how well a building or system performs its intended function. Does it accomplish what it's designed to do efficiently and effectively? Cost Value focuses on achieving the required function at the lowest overall life-cycle cost, not simply the lowest initial price. Factors such as maintenance, durability, energy efficiency, and future operating costs are all considered. Esteem Value represents the features that increase a project's appeal or perception. Architectural finishes, aesthetics, branding, occupant experience, and community impact all contribute to esteem value. Exchange Value considers what the completed facility is worth in the marketplace. This may include resale value, lease potential, or the long-term financial return generated by the investment.
What Value Engineering Isn't
One of the most important things to understand is that Value Engineering is not:
Cutting corners
Choosing the cheapest materials available
Sacrificing quality for budget
Reducing safety
Lowering performance standards
Instead, it focuses on eliminating unnecessary costs while protecting the features that matter most. A lower-cost option is only considered valuable if it continues to meet the project's functional, operational, and quality requirements.
